   
National Finance Center
The National Finance Center was established in 1973 and is located in New Orleans, Louisiana. The main purpose
of the National Finance Center is to provide human resource services, financial services and administrative
services to the Federal Government. The National Finance Center provides services to all three branches of the
federal government: Executive (President and the Vice President); Legislative (Congress- the House and Senate) and
Judicial (Supreme Court and lower courts).
National Finance Center operates a payroll/personnel system that is integrated, bringing together two operations
and combining them into one operation that works smoothly. The National Finance Center provides all the necessary
related support services for the payroll process.
National Finance Center’s personnel services provides an efficient, cost-effective system to managing the time
consuming issues of personnel action processing, payroll transaction processing, the administration of bonuses and
monetary awards programs, changes to the payroll, benefit action processing and even tracking the resolution to
employee disputes.
The staff is experienced and knowledgeable in Federal HR regulations and also in the related practices of more
than 130 Federal organizations. This enables the customer to make faster, more informed and effective decisions.
The system improves automated reporting, increases client accessibility which improves communication and
responsiveness along with consistency and accuracy.
The Centralized Enrollment Clearinghouse System for the Office (CLER) of Personnel Management is another
operation of the National Finance Center. The primary function of CLER is to reconcile records between federal
payroll offices and Federal Employee Health Benefits providers.
The billing and collecting of health insurance premiums falls to the Direct Premium Remittance System (DPRS)
which is also managed by the National Finance Center.
The National Finance Center services both large and small customers with the same attention to detail for both.
The smallest customer being one that has only 2 accounts to one of the largest that has 140,000 accounts. NFC
systems are designed specifically to accommodate the unique requirements of each individual customers needs.
The National Finance Center handles some government agencies that are readily recognized such as Federal Bureau
of Investigation (FBI), Federal Communications Commission (FCC), and Department of Homeland Security. Then there
are agencies that we may not be as familiar with such as: Appalachian Regional Commission (ARC), which was
established by Congress to support economic development in the Appalachian region, uses the National Finance Center
for billing and collecting health insurance premiums. There is also Court Services and Other Offender Supervision
Agency (CSOSA) which provides parole, probation and reentry services to Washington DC.
The National Finance Center provides systems and services that are employee-centric to Federal organizations
that are reliable and cost effective thus allowing it’s customers to focus on their customers and serving our
Nation to the best of their abilities.
It provides systems and services to the Executive, Legislative and Judicial branches of our government that
compromises over 140 Federal originations from the FBI to the more obscure ARC-Appalachian Regional Commission and
CSOSA-Court Services and Other Offender Services. The National Finance Center provides a necessary service and the
support to maintain it effectively.
